Council of Europe and Microsoft sign framework for responsible AI cooperation

A memorandum signed in Strasbourg sets a framework for possible cooperation on responsible technology; it does not commit either side to specific deployments.

The Council of Europe and Microsoft have signed a memorandum of understanding in Strasbourg covering AI and responsible technological development. Secretary General Alain Berset signed for the Council alongside Microsoft Vice Chair and President Brad Smith.

The agreement establishes a framework for exploring joint work, with any activities subject to mutual agreement and each organisation's mandate. Potential areas include dialogue through Microsoft's Open Innovation Centre in Strasbourg, sharing practices on inclusive technology development, and initiatives for linguistic and cultural diversity, including regional and minority languages.

Both organisations frame the work around human rights, democracy and the rule of law. The memorandum itself is not an announcement of a specific AI deployment or a binding commitment to any individual project.
